Estonia–Ukraine water sector cooperation in Lviv

The Ministry of Climate’s water projects LIFE IP CleanEST and LIFE SIP WetEST, together with their partners, visited Ukraine to share experience and exchange practices with local water sector experts from the LIFE U SPRINGBOARD project. In Lviv, a seminar took place at the Lviv Bureau of European Integration, bringing together water sector experts and practitioners from across Ukraine. Discussions focused on water supply and wastewater management, infrastructure, financing, and the implementation of European Union requirements. Estonia’s experience—from wastewater treatment plant operations to sector financing and reforms—provided a strong point of reference for Ukrainian colleagues. The following day, visits continued to the towns of Horodok and Zolochiv in Lviv Oblast, where mayors welcomed the delegation and introduced local wastewater infrastructure. Both new developments and aging systems in urgent need of modernization were observed, from deep boreholes to pumping stations and wastewater treatment plants. One key message stood out: although a large share of the country’s resources is currently directed towards the war effort, every effort is being made to ensure that daily life continues and that essential services such as drinking water supply and wastewater management keep improving. Ukrainian water utilities operate under challenging conditions, often facing labor shortages, with women and older workers replacing men who have gone to the front. Infrastructure requires significant investment, while energy prices are rising and funding remains limited. Despite this, progress continues—new projects are being developed, systems are being upgraded, and the first river basin management plans are being implemented. This visit served as a reminder of the importance of international cooperation and knowledge exchange. Ukraine’s water sector faces immense challenges, but their determination to keep society functioning and to look toward the future is just as strong.

Towards Smarter Water Management Through Cooperation: LIFE IP CleanEST and LIFE SIP WetEST Meeting in Pärnu

How can we genuinely improve the state of Estonia’s waters?

The answer is not found in a single table or document. It emerges through cooperation, discussions, and hands-on work on riverbanks.

To this end, two major water-related projects met in Pärnu: LIFE IP CleanEST and LIFE SIP WetEST. The shared goal is simple yet challenging – to bring Estonia’s water bodies into better condition, both in Eastern and Western Estonia.

Study visit to the United Kingdom to aquire knowledge about the principles of water management and protective measures

​The United Kingdom doesn't have environmental charges like in Estonia. There, the state or local government collects a fine when a violation is detected. Then the court proceedings are completed and the amount of the fine is determined. Fine money is directed to the implementation of environmental measures through intermediate organizations.

We visited such an intermediary organization in the UK to gather knowledge about institutional capacity building, water management principles and the implementation of water body protection measures, primarily in relation to agriculture.

LIFE IP CleanEST project organized an international water management conference with participants from 15 different countries

In the framework of the LIFE IP CleanEST project, led by the Ministry of Climate, we organised an international water management conference on 25th-26th In October 2023, in Narva Town Hall, Estonia. The focus of the conference was the challenges of modern water management and their solutions. The main objective of the conference was to promote the efficiency of water management, share valuable knowledge and increase awareness on issues related to water management.

LIFE IP CleanEST project is organising an international conference on October 25-26, 2023 in Narva, Estonia, focusing on the challenges and solutions of modern water management. The main objective of the conference is to promote water management efficiency, share valuable knowledge, and raise awareness of issues related to water management.

International workshop on nutrient balance calculations for sustainable farming and water protection

LIFE IP CleanEST project in collaboration with Estonian University of Life Sciences organised a workshop on nutrient balance calculations for sustainable farming and water protection on 20-21 April 2023 in Tartu, Estonia. We discussed best practices for fertilizer recommendations and tools for nutrient balance calculations with examples from agri-environmental policy as well as how methodologies developed in the framework of LIFE projects will be used outside of the project.
